My dog won't fetch...HELP!

My 14 month old dog, Bailey, loves to go outside and play with her ball or a frisbee but she won't bring it back to us. We have tried using treats, but she just drops the toy and runs for the treats. Needless to say that ended rather quickly. Now, she will do tricks for us to throw her the ball, but she won't bring it back. She circles around us like she's saying, "haha come and get me". She loves to swim, so we want her to be able to fetch water toys and bring them back to us. What can we do to teach her to fetch? This is very frustrating, so any suggestions will be appreciated!

I worked with a dog like this one time.
What worked for me was that I worked on the "come" command at home for about a week before we went to the park. Then when the dog wouldn't bring the ball back, we'd just say "Dog name, Come!" and she'd come running.
If your dog is a pure bred lab, she'll start retrieving soon. The instinct to retrieve is strong in these dogs.

Don't fret. This is VERY common. Bailey is playing, remember. I have owned and trained some seven labs. I have a five month old now and she does the same thing. The MAIN thing that is critical for retrieving is if they run and grab the dummy, ball, etc. If they show no interest running after it, then you are in trouble. Fortunately, BaileyMae is fetching and doing the same thing all my labs have done....grab it and run circles around you showing off! She is so proud of what she brought you but she still wants to play. So, here's is how you play back....

When she comes back to you running BEFORE the circling about five feet from you, start jogging away from her saying COME, COME. She will continue to chase you getting closer. As she gets closer and you are still jogging, say GIVE, GIVE and grab the ball or dummy from her mouth at the same time. Take some coordination but she will be very close to you. Might have to pry a bit. It works and I have used this technique taught by Richard Walters, author of Water Dog, for years. Bailey is just playing so play back.

My last dog, Perry, would fetch until my arm was sore. He was one with his tennis ball. My current dog, LuLu, is a different story. Both dogs are/were mostly lab but Perry had a small bit of Pit bull and LuLu looks like she has a bit of shepherd. LuLu has almost no desire to fetch. Retrieveing is not on her radar. She'll play for 2 or 3 tosses, brings it straight back, drops it but then she is done. I tried tempting her with treat rewards, as she is definately food driven like most labs, but that wasn't enough to keep her going. I wish she was more interested in fetching but she's not so I'll be fine and just enjoy her as she is.
