Potty training

Hi all I am new to this site and a first time dog owner! Oscar is now 12 weeks old and has been with me for about two weeks now. When he first came he was ok at potty, he would go outside, most of the time.

In the past week it is getting worse and worse, after meals we will take Oscar out into the garden and wait with him until he goes. The time he stays outside without doing anything is getting longer and longer, we now stay outside with him for around half an hour and he does not go.

As soon as we bring him back into the house he will pee or poop! There are no clear signals that he is going to go, but occasionally he will race around the room almost like he is panicking to go. I think Oscar understands what “NO” means but it is simply not having an effect on him.

Where am I going wrong? I have been recommended puppy pads, are these good?

Oscar also has run of the whole house, there is no room he cannot go in, unless the door is closed. Is this a factor in why he is not going in the garden to potty much?

What we did for Chloe, is to not make her think that the time she is outside is the time it takes her to go to the bathroom. What I started doing with her is however long it takes her to go outside, I would add like 5 more minutes or so of play/adventure time that way she knows that she doesn't have to hold it in just to be able to explore outside more.
